DigitalOcean built its reputation on making cloud hosting understandable, and App Platform extends that: connect a repo or a container, pick a plan, and the app runs on DigitalOcean's infrastructure with databases nearby. For a straightforward app on one vendor, it is a fair deal. Control Plane answers a different question: what happens when the app stops being straightforward? Which fits your scenario
Control Plane fits: a SaaS that just landed its first enterprise logo. The app has lived comfortably on a simple PaaS; the new contract specifies EU data residency, SOC 2 evidence, and integration with the customer's Azure services. On Control Plane that is a Frankfurt region, a compliance report that already exists, and Entra ID reached without embedded credentials. Not a re-platforming project.
App Platform fits: a bootstrapped product with a clear ceiling. One region, Postgres, a web tier and a worker, and a founder who wants the bill to be the same number every month. Simple hosting on one vendor is the right call, and DigitalOcean does simple well.

Workloads on Control Plane can reach externally hosted databases like any network service. Control Plane also offers database templates (CockroachDB, Postgres, Redis, MySQL, and more) that run on your virtual cloud; there is no separate managed-database product.
